The South Dakota Legislature is considering more than 500 bills this session, an amount not seen since the mid-1990s. Many of those are bills used as placeholders or vehicles for legislative initiatives that come up after the bill-filing deadlines. The placeholders can be used for a Hoghouse Amendment, which replaces the vague language in the existing bill with an entirely new measure. The amendment comes under fire as it often circumvents the public hearing process.
