Dr. Tanner earned his Ph.D. from the University of Illinois with a specialization in Cognitive Social Psychology and Criminal Justice.  He has worked with sex offenders since 1970 in almost every capacity within the justice system. He is an internationally recognized authority on sex offender digital behavior, grooming strategies, and sex offender management. He is qualified in multiple jurisdictions as an Expert Witness in Sex Offender Grooming & Cognitive Sets as well as Computer Forensics.  Dr. Tanner is sworn staff in Colorado and serves as a Cyber Crime Analyst for the 20th Judicial District.  He has examined more than 1,700 sex offenders’ computers.  He has served on the faculty of three universities teaching Cognitive Social Psychology, Criminal Justice, Statistics and Sociology of Law at both the undergraduate and graduate levels.  He has trained thousands of professionals at DOJ, DOD, USSS, ICAC, APPA, ATSA, CSOM, HTCIA and a host of other “alphabet” agencies.  In 2017, the American Probation and Parole Association awarded him the University of Cincinnati Award for lifetime contributions to Probation and Parole in the U.S. and Canada.
